| Detailed Narrative Description of Project: The TA (i) assessed the demand for air transport; (ii) prepared a program for investments; (iii) identified a policy framework to improve the effectiveness of aviation operations; (iv) identified least cost technical solutions for the proposed investments and financing, including an assessment of the use of ADB's credit enhancement schemes; and (v) for the management of the domestic airports, identify solutions that target reducing poverty and increasing private sector involvement. |

| Detailed Description of Actual Services Provided by Our Company: Services included (i) development of a long term strategic development plan having broad stakeholder ownership; (ii) validation of all investment projects on economic, social and environmental grounds; (iii) determined the optimum institutional structure for delivering and monitoring of additional reforms and the investment projects; (iv) Identified a policy framework for improving the effectiveness of aviation operations, regulations and pricing taking full cognisance of need for poverty reduction and employment opportunities; (v) improved the financial management, commercial approach and capacity to deliver of existing state owned enterprises; (vi) established effective financial models and mapping sound processes to deliver and monitoring the long term plan and increase private sector involvement in aviation development. |
