| Detailed Narrative Description of Project: The Development of Accountability Framework of Disaster-Related Aid Project was initiated by the Governing Board of INTOSAI (International Organization of Supreme Audit Institutions). The BPK (Badan Pemeriksa Keuangan, Republic of Indonesia, Supreme Audit Board) is a member of INTOSAI and agreed to present a Country Report for Indonesia on the accountability arrangements relating to the Tsunami related disaster recovery and funding of recovery and reconstruction of Banda Aceh. The consultant’s activities included the following: - 1. Assemble a database of accountability arrangements and audit trails for each kind of aid flow from different countries; 2. Study the adequacy and effectiveness of accountability arrangements; 3. Gather and summarize lessons learned; 4. Examine the potential to integrate the audit trails for integration into BPK’s audit methodology; 5. Prepare analyses of 3 and 4 above material which can be used for dissemination to other governments affected by future natural disasters; 6. Design and develop an accountability framework. |

| Detailed Description of Actual Services Provided by Our Company: The consultants and members of Tim Intosai Task Force have been involved in the following activities and prepared Mid-Terms Report and Country Report to be presented to the members of : - • Team meetings to discuss issues, findings and progress to date; • Met with some of the key GOI’s agencies to discuss lessons learnt; • Met with selected donors (multi-lateral, bi-lateral, INGO’s, NGO’s); • Prepared and sent-out letters and e-mails to assist with data gathering and arrangement of meetings; • Reviewed internal (BPK’s) and externally prepared reports; • Met with a Board Member of BPK to discuss the required accountability framework, the Mid-Term Report and the Country’s Report and its presentation to INTOSAI; • Conducted team workshops on findings; • Briefed Board members of implementation of recommendations; • Briefed INTOSAI staff on the Indonesia’s Country Report and its implications for Governments and Donors in implementing the developed accountability framework. |
