Financial Reforms and Balance Sheet Management
In the public sector we provide a full range of services including public sector finance and financial reforms.
In terms of Budget and Fiscal Management: -
- Budget policy development and implementation, and preparation of Long, Medium and Short-term fiscal plans and staff training;
- Strengthening through policy development and staff training strategic and results-oriented public revenues and expenditures. To achieve the improvements in monitoring results: designing, procuring and implementing Public Financial Information System (or equivalent);
- Developing and implementing an IT sector strategy, complete with a roadmap and action plans;
- Building an organizational structure that will have the required institutional capacity to co-ordinate strategic goals, objectives and work program;
- Initiating and training staff to maintain a wide network of stakeholder contacts, the private sector and the civil society to facilitate acceptance and deployment of strategies in the country and with donors;
- Assisting with developing financial and HR budgets, procurement plans, other operational and procedural matters for the agencies; and ensuring effective control of costs against budget and timely execution of other operational, administrative and fiduciary processes in the Government agencies.
In terms of Capital Markets and Balance Sheet structures for sustainable funding:-
- Development of capital market and financial institutions;
- Financial analysis and project funding of large infrastructure projects.
- Introduction of treasury management skills and fund's management techniques that traditionally have been available only to the largest well developed organisations;
- Improving management of borrowings, liquidity investments and financing strategies;
- Improving policies and procedures in cash flow management, foreign exchange exposure, assets and liability management;
- Advice and implementation of computerised accounting and treasury systems;
- Identification of most appropriate information technology and management information systems requirements;
- Evaluation of systems, financial analysis of options. Project management of systems design and implementation;
- Introducing risk management assessment: security risks to the proposed funding, to the systems from fraud and physical loss. Determine procedures for protecting computer systems,
development of recovery plans.
